Commission for
Social Care Inspection |
In the Budget
Report of 16th March 2005 (Page 141) it was announced that the
Commission for Social Care Inspection is to merge with the Healthcare
Commission. The report says: "the Secretary of State for Health has agreed
in principle to come forward with plans to merge CSCI and the Healthcare
Commission into a single body by 2008, reflecting the increasing joint work
between adult social care and health on the ground, and as part of a wider
review of regulation in social care and health"

Inheritance Tax |
In the Budget
Report of 16th March 2005 (Page 195) it was announced that the
inheritance tax threshold will increase from £263,000 to £275,000
for new tax charges (i.e. for deaths) arising on or after 6 April
2005. The threshold will increase again to
£285,000 for new tax charges arising on or after 6 April 2006, and again to
£300,000 for new tax charges arising on or after 6 April 2007.

Personal allowance |
The personal allowance was increased from £18.20 to £18.80 per week
from 11th April 2005 and again from £18.80 to £19.60 from 10th April 2006 |

Capital figure at which local authorities will
fully fund is now £12,750.00 and partial funding is available when resident's
capital reduces to below £21,000 from 10th April 2006 |

Mental Capacity Act 2005 |
The Mental Capacity Act 2005
became law. It is understood that it will come into force in 2007.
It reforms the law relating to Enduring Powers of Attorney and reforms the
Court of Protection amongst other things. |

It is understood that the Act will come into
force in early April 2007. Regulations containing the details of the
operation of the act and a Code of Practice for all those involved with
decision making for those without capacity is being formulated. A summary of
